Frequency Acquisition Overview

ComSerCo will assist the District with applications to obtain licenses from the FCC. Licensing for item 1 will be coordinated through APCO (the FCC’s licensing agent). Licensing for Item 2 will be coordinated through Business Radio Licensing.

1. Four repeater channels for the Trunking System will be acquired from the Public Safety portion of the UHF spectrum. In many cases, letters of concurrence are required from other agencies that operate on the channels that will be licensed to the District. These approvals are necessary to complete the process.

2. Up to four more channels for simplex operation will be required for use at the school sites; these will be acquired from the commercial portion of the UHF spectrum.

Once the applications have been generated, they must be signed by District Officials prior to submission to the FCC.

Frequency coordination will take approximately 60 days from the time of submission.

Once all the frequencies are licensed and the system is accepted any co-channel interference that arises will be handled directly through the FCC by the Rialto Unified School District. ComSerCo cannot be held responsible for Interference that occurs thereafter. However, ComSerCo will assist the District in identifying the sources of any interfering signals.

ComSerCo will also request that all applications and coordinating be expedited by the appropriate agencies whenever possible.

Frequency Bandwidth

The frequencies that will be coordinated for the District are 12.5 Khz. wide channels. This is an advantage for the district because the frequencies will use only one half the space used by other older equipment. This complies with the Federal Communications Commissions’ effort to achieve more efficient use of the Radio Spectrum.
